Jenny is an urban planner passionate about building equitable cities and promoting just public investment.  


Jenny Mazzella supports a range of equitable economic development projects including those focused on workforce development, housing investment oversight, and anti-displacement initiatives. She enjoys working at the intersection of policy and community organizing, and brings experience in housing and homelessness systems, stakeholder coordination, and data analysis.

Prior to joining EA, Jenny worked in nonprofit affordable housing development and operations as a project manager. She helped launch multiple Permanent Supportive Housing buildings serving individuals and families exiting homelessness. She also has experience collaborating with community-based organizations to advance their research goals. She produced an interactive map of public lands in partnership with a transportation justice coalition, and analyzed resource gaps and opportunities to support the strategic initiatives of a rural economic development organization.   

Jenny received her Master of Urban and Regional Planning from Portland State University in 2023, where she focused on housing and community economic development. Her group capstone project working with the Confederated Tribes of the Umatilla Indian Reservation in eastern Oregon received both state and national awards for excellence in planning. She also holds a bachelor’s degree from Earlham College in interdisciplinary social sciences.
