CHILD CARE AND CARE ECONOMY

Estolano Advisors developed an employer toolkit to provide semiconductor manufacturers receiving CHIPS ACT subsidies with practical approaches to deliver on workforce and child care goals tied to commitments for federal investments.  EA and The Child Care for Every Family Network worked with child care advocates, women in trades organizations, labor unions, parents and providers impacted by America’s child care crisis to ensure the toolkit shared practical approaches to deliver on workforce and child care goals tied to commitments for federal investments. Strategies outlined can achieve two critical objectives: increasing the representation of women and workers of color in the construction and manufacturing workforce while bolstering support for childcare providers and workers. The guide includes best practices in developing a plan to understand the child care infrastructure in a locality where new plants will be based, including needs and gaps, a roadmap to building effective partnerships with community child care advocates and providers, local and state government, workforce agencies, and labor to ensure that the design and implementation of local plans can be actualized, and useful strategies to shape local and state partnerships with model ordinances and legislation to leverage regional economic development tools and regulatory powers. CCEFN and EA built on the teams’ experience in understanding care infrastructure and the gaps and inequities existing in the system, especially as they apply to low-income women and workers of color.
