Cynthia Guzmán leads a diverse portfolio of equitable economic development, workforce development, and sustainability projects.
As a leader of EA’s climate resilient infrastructure practice, Cynthia advises public, nonprofit, and philanthropic sector clients on how to integrate socioeconomic and environmental benefits into projects, policies, and programs that benefit vulnerable communities. She has over 10 years of experience in strategic planning, policy development, facilitation and consensus-building.
Cynthia serves as advisor and to the LA County Chief Sustainability Office on an effort to identify a pipeline of community-led climate resilient infrastructure projects designed to strengthen LA County communities most vulnerable to climate hazards through interagency and community partnerships. She also advises the Southern California Association of Governments on their potential role in supporting water management in the region. Cynthia also served as facilitator and advisor to Oregon Metro’s Construction Career Pathways project. The effort brought together sixteen public agencies in the Portland region to develop a policy framework that will increase the participation of women and people of color in the public sector construction workforce.
Cynthia currently serves on the Board of Directors of the LA Waterkeeper, an environmental advocacy organization dedicated to protecting Los Angeles’ waterways. Cynthia was appointed by Governor Gavin Newsom to the Los Angeles Water Quality Control Board, where she served from 2016-2021. She holds a Master’s Degree in Urban and Regional Planning and Bachelor’s Degree from the University of California, Los Angeles.
