Charlotte is an urban planner focused on climate resilience and transportation equity. 


Charlotte joined the EA team in 2020 and manages projects in EA’s Climate Resilient Infrastructure and Mobility Justice practice areas. Her work includes leading community-based organization (CBO) coordination for public agency clients; providing strategic planning and advisory services to public agencies, foundations, and nonprofits; and administering technical assistance for state funding programs such as the Sustainable Transportation Equity Project (STEP). Recently, Charlotte managed CBO engagement for the LA Metro Traffic Reduction Study to ensure that hard-to-reach communities, including low-income communities, communities of color, and residents with disabilities, could help shape the study’s goals. Charlotte is currently leading the team responsible for researching and conducting interviews regarding water management challenges across a six-county region to advise the Southern California Association of Governments (SCAG) on its future work in this area. She is also managing EA’s contributions to the development of a grant program for LA Metro, which would fund urban greening projects with a nexus to transportation infrastructure.

Prior to joining Estolano Advisors, Charlotte was part of the Urban Design team at Studio One Eleven, where she helped plan a series of tactical urbanism demonstrations to test out and collect feedback on active transportation strategies as part of SCAG’s Go Human campaign.

Charlotte graduated with a Master of Urban and Regional Planning from the UCLA Luskin School of Public Affairs, where she received a Graduate Fellowship from the UCLA Institute of Transportation Studies and served as a Research Associate for the UCLA Lewis Center for Regional Policy Studies. She previously obtained a Bachelor of Arts in Business Economics from UCLA.
