Winnie is a planner focused on transit-oriented development that balances both housing and transportation needs.


She joined the Estolano Advisors (EA) team in 2014. She currently plays an integral role on behalf of the firm’s work to advance policies and programs related to transportation, housing, homelessness, and workforce development. She also provides technical assistance to applicants on various CA Climate Investments programs that funds community-driven collaborative projects and planning activities that promotes affordable housing and transportation improvements that reduces greenhouse gas and vehicles miles travelled.

In January 2020, she was named Stratiscope’s Impact-Makers to Watch in Los Angeles. She co-founded the LA Chinatown Community Land Trust during the COVID-19 pandemic and currently serves as a boardmember. She completed the UCLA Community Collaborative program where she contributed to the study on De-Commodifying Housing during COVID-19, which highlights anti-displacement policies and initiatives, including the Tenant Opportunity to Purchase Act (TOPA).

She is actively involved in the non-profit community and have served as the LA Chapter President for Project by Project Los Angeles (PbP-LA), a 100% volunteer-led organization that empowers and develops leaders within the Asian American community through innovative philanthropy. She also served as the APA-LA Chapter Board Member as the Vice Director of Awards (2019-2020). She is currently a member of the Asian American Architects/Engineers Association (AAa/e) and serves on the Public Policy and Government Affairs Committee.

She received a Bachelor of Arts in Economics and a Master of Public Policy and Administration from California State University, Sacramento, and a Master of Planning from the University of Southern California (USC) with a concentration in transportation planning. She is also a graduate of the USC Ross Minority Program in Real Estate.
