Jose’s diverse public sector experience supports clients' project management, leadership, strategic planning, and outreach needs.
As a seasoned project manager, Jose has integrated himself into all three of EA’s main practice areas, contributing and leading work in mobility justice, climate-resilient infrastructure, and equitable economic development.
Currently, Jose directs the development of a Restorative Justice Framework for the City of Pasadena’s 710 Reconnecting Communities grant project. Additionally, Jose’s leadership of LA County’s Chief Sustainability Office’s Integrated Climate Adaptive Resiliency Program is helping implement a community engagement plan across four focus communities to generate multi benefit infrastructure concepts.
Throughout a nine-year public sector career spanning federal and local governments, nonprofits, and political campaigns, Jose’s unique background makes him an asset to any public sector client looking for strategic and innovative thinking. Specifically, Jose’s career guided him into the throes of USDOJ Antitrust investigations, designing and implementing multi-million-dollar voter registration campaigns and park revitalization projects, while also serving as a LA Metro Board Deputy for Mayor Bass. His career’s focus has remained steadfast on civic duty, social justice, and equity building.
Jose holds a Master’s Degree in Urban and Regional Planning from UCLA and a B.A. in Political Science and Government from Northwestern University. At UCLA, Jose received the David Bohnett Leadership Fellowship. He currently serves on the American Red Cross San Gabriel Pomona Valley Chapter Board.
